[NMLUG] mp3 edit under linux

I am borrowing a Zaurus SL-5500 to see if it'll do what I want. It runs
an embedded linux, has 64M ram and both SD and CF card slots. It is
possible to put a wireless card in the CF slot to get wireless Internet
access.

I'm trying to get it to play mp3's. Unfortunately, I have Win XP on my
desktop (I use Linux primarily for servers). When I rip a CD using Windows
Media Player, it grabs it at 128K. I haven't really paid attention because
it played on everything I wanted it to, until now. There was a reference to
a bit rate of 22.4K on a forum. Is there a program I could install on my
server (Linux) that could change the bit-rate?
