What is an example of a global filter that you would want?

If my sysadmin imposed such a thing on me, I would hope to be able to
undo it with a ~/.procmailrc because I prefer few large, flat folders
that I can search with my client to find what I want.

Maybe I am misunderstanding the task in question.  ?
