Well, it's been proposed a couple times... (and could be feasible, but the
regular security team isn't particular interested, and no one else has
volunteered to do it.)
For getting a testing-like experience (newer software, more regular updates
with stable-like support (security updates, a base set of packages), Ubuntu
is pretty good. I use/recommend that a bit for installs where there's
mostly "desktop" use by non-power-users, but I'm not around much to
administer it (e.g. Grandpa's Laptop).
