There's nothing Debian (or even Linux) specific about this. That's
Firefox's default behavior on all platforms. You can change the
behavior in the Edit/Preferences/Downloads menu-dialog box sequence.
Debian, while having rigid rules over the file system layout for
system files, makes no suggestions for locations of user files. But,
it should be some location under your home directory so that by
default you are the owner of that directory. For an system-wide file,
probably the most likely place they'd go is in
/var/cache/firefox/downloads. You can create a similarly named
directory under your home directory. Personally, I let firefox
download them into ~/Desktop then I move them from there to where I
would like them.
