You're right, looks like the Ruby/FOX bindings (FXRuby:
<http://www.fxruby.com>) aren't included currently in Debian. (I just filed
about bug about that. =)
At least on Debian sarge and unstable, they're a cinch to install from
source, and everything goes in the right place. It will certainly be better
when this is prepackaged. (For Windows--some folks asked about "cross
platform"--there is an installer on the FXRuby site that automatically
installs ROX and FXRuby together.)
