I'm not sure if BartPE can manipulate the registry but it might be worth
looking into. BartPE is a WinXP LiveCD (of sorts) that I mostly use to
read/write to the NTFS partition on hosed XP machines. You might be able to
access the registry if you know what to add to get the user added to the
local administrator group.
